Public school transfers are an education option that allows parents to move their child to a public school they're not zoned for (as long as the school has space). Georgia currently allows public school transfers within a student's current district, but not outside of it.

Parents may get an “Application to Request HB251 Public School Transfer” from their zoned school or may download a copy from the HB 251 webpage beginning on July 1st. Applications for transfer must be mailed to the Deputy Superintendent, Dr. Richard Rogers.

The Houston County School District educates approximately 30,000 Pre-K-12th grade students at 39 schools. Our students excel in many areas, outperforming state and national test averages, winning academic competitions and earning sports championships.

Generally, a child must attend the school district in which he or she resides. School districts can make transfer agreements to accept each others' students.

According to Georgia's law, students are required to attend a public, private or home education program from the age of six to sixteen years old. Kindergarten is available for every student, but it's not mandatory. Students are eligible for Kindergarten if they are five-years-old by September 1.

The goal of school choice is to ensure families have quality educational options – including traditional public school, public charter school, private school (including tax credit and special needs scholarship participants), online education, homeschool, and hybrid school – that will help their children learn and grow.

Fortunately, the laws in our state support a grandparent's legal right to see and spend time with their grandchildren. Under the Georgia Code (O.C.G.A. 19-7-3), grandparents may file a petition seeking visitation in any custody action, including cases involving divorce, termination of parental rights, and adoption.

For issuing a transfer certificate, you will have to write a school transfer application addressing the principal of your school and stating the reason behind leaving the school. The documents required are the admission letter from the current school and the admission acceptance letter from the new school or branch.

When enrolling in or transferring to a new school, you'll need to register your child with that school's district. Most will accept registration online, year round. Contact your local school district for registration instructions. After registration, your child will be assigned to a school in your attendance zone.

You will need to submit a transfer request if you wish to remain beyond the current school year. To attend your new base school, update your address with the data manager at your new base school. To request a transfer to a different school, submit a transfer request within 10 days of changing your address.
